Participating organizations included Breathe Bangkok, Thai Institute of Justice (Public Organization), Department of Marine and Coastal Resources, Department of Climate Change and Environment, Comptroller General’s Department, Office of the National Anti-Corruption Commission, Chiang Mai Office of Natural Resources and Environment, Bangkok Municipal Administration, The Committee on Political Development, Public Participation, Human Rights, Rights, Liberties, and Consumer Protection Senate of Thailand, Westminster Foundation for Democracy, Thai Chamber of Commerce, Office of the Permanent Secretary for Ministry of Digital Economy and Society, 30×30 Thailand Coalition Network, C.C.F. Foundation for Children and Youth, ANFREL Foundation, Civil Society Development Foundation, Office of the Permanent Secretary for Ministry of Interior, Rights and Liberties Protection Department, Department of Probation, Ministry of Justice, Office of the Permanent Secretary for Ministry of Justice, Digital Government Development Agency (Public Organization), Anti-Money Laundering Office, Office of Public Sector Anti-Corruption Commission, and Office of the Ombudsman. The meeting was held at The Sukosol Hotel, Bangkok. Key discussion points are as follows:
Ms. Swati Mehta, Regional Director for Asia-Pacific of OGP, expressed strong congratulations on Thailand’s accession to the Open Government Partnership (OGP), noting it as a significant advancement in promoting transparency and public participation in government administration processes.
She emphasized the importance of the Co-Creation participation process, an approach whereby all sectors of society, including government, the private sector, and the public, engage in developing policies and programs to produce outcomes aligned with public needs and expectations.
Such participation not only enhances government transparency and accountability but also strengthens the relationship between government and citizens, fostering sustainable development that genuinely responds to societal needs.
From this consultation meeting, the following key policy areas can be summarized:
🔹Anti-Corruption: Building a Transparent, Participatory, and Sustainable Anti-Corruption Society
Anti-corruption efforts should emphasize the creation of a Transparent Ecosystem featuring open data, genuine monitoring mechanisms, and authentic public participation, coupled with Integrity cultivation from childhood. Schools, communities, businesses, and government institutions should collectively build a culture of zero tolerance toward corruption on a sustained basis.
🔹Justice: Establishing Accessible, Transparent, Fair, and Efficient Justice Systems
Justice systems should be designed for easy public access, transparency, speed, and fairness. Disclosure of information in Open Justice Data formats will enhance public oversight. Simultaneously, efforts should focus on reducing delays, leveraging Digital Technology, reducing costs, and ensuring vulnerable populations can access justice services genuinely.
🔹Climate and Environment: Advancing Sustainable Climate and Environmental Action
Climate and environment initiatives should unlock regulatory constraints and budget flexibility to enable nimble problem-solving in localities. Data and Digital Tools should support decision-making, with emphasis on water, forests, green spaces, and Biodiversity. All sectors of society and stakeholder groups should participate to ensure measurable and sustainable outcomes.
