Office of the Public Sector Development Commission consults with the Digital Government Development Agency on NAP development under OGP, focusing on open data
On 4 March 2026 at 6:00 PM, Mr. Buntoon Srethasirote, Chair of the Subcommittee on Promoting Open Government and Public Participation, Mrs. Areepan Charoensuk, Senior Advisor to OPDC, and Mr. Thanasak Mangkarothai, Deputy Secretary-General of OPDC, together with OPDC officials, held a consultation meeting with Ms. Airada Luangwilai, Deputy Executive Director and Acting Executive Director of the Digital Government Development Agency (DGA), Ms. Apinporn Angkamolsate, Deputy Executive Director of DGA, and DGA officials. The discussion focused on the development of Thailand’s National Action Plan (NAP) as a member of the Open Government Partnership (OGP).
Key points are summarized as follows:
Enhancing transparency through open data
DGA expressed its readiness to contribute to the NAP under the open data policy area across relevant sectors.
Two key project proposals were presented:
1) Upgrading the national open data portal (data.go.th) into a modern, integrated national data platform, enabling cross-dataset integration and advanced interactive analytics (Insight-D).
2) Enhancing the “Where Your Taxes Go” platform by improving UX/UI for clearer project search functions—both by category and geographic area—and applying OCR (Optical Character Recognition) technology to convert procurement documents into searchable and analyzable digital data.
Improving the E-Participation Index (EPI)
OPDC and DGA will jointly work to improve Thailand’s EPI ranking by strengthening evidence of e-decision making, including regulatory and structural improvements, as well as developing sandbox pilot projects in high-impact areas such as EIA monitoring, PM2.5 mitigation in Bangkok and the construction sector, and green economy and climate change initiatives.
DGA is also developing a National e-Participation platform, currently under consultation with relevant agencies, which will serve as a key mechanism to enhance Thailand’s EPI performance.
Challenges and priority actions
Integrating grievance and feedback systems by clearly designating responsible agencies for follow-up actions to ensure concrete responses to public input.
Leveraging digital technologies to enhance transparency and improve Thailand’s Corruption Perceptions Index (CPI).
Promoting the disclosure of high-value, machine-readable datasets to support proactive anti-corruption efforts.
Next Step: OPDC, in collaboration with DGA, will further develop the NAP through the e-Participation Working Group meeting on 17 March 2026, to advance Open Government in line with OGP standards.
