Criteria for the 2018 State Honorable Awards

Participatory Governance Category consists of 3 honorable mentions.

1. Open Governance

This award is to be given to a government agency who steers an innovation and motivates the public and stakeholders to involve in a development of government administration by keeping an open system to the public involvement at the informational and consulting level with a two-way communication. The access of the communication system is made available throughout the organization and the public while the management of the information and public opinion is properly and continuously maintained on the basis of accountability and transparency in order to put the innovation and mission of the organization in progress.

Dimension 1: Organizational Capability (10 points)

1. Mechanism in the organization to accommodate the public participation and put it in practice:

1.1 Policies / directions / plans to indicate the importance of the public participation;

1.2 Responsibilities / human resources/ agencies with assignments to promote the public participation;

1.3 Processes of initiating the cultures / values to promote the establishment of the public participation.

3. Effective information disclosure:

3.1 A variety of channels with an easy access to information;

3.2 Published information with accuracy, completeness, integration, relevance, and timeliness.

4.1 A system / method of managing the public hearings from the people and the stakeholders;

4.2 Emphasizing on the feedbacks from the people or the stakeholders on the basis of accountability and transparency.

2. Effective Change

This award is to be given to a government agency who promotes an open bureaucracy to the public and encourages the people and stakeholders on the collaboration at the Involve Level and the Collaborate Level, leading to an effective change or development with a high impact on the local people’s life as well as to a success in the efficiency of public administration and the quality of life among the local people.

4.2 Forms / procedures / methods of projects/ implementations/ operations in the field starting from initiating projects, developing a guidelines, and implementing solutions to problems / developments.

The award is to be given to an individual or a group of individuals with leadership or those who act as key actors in the public work with important roles in creating changes or developments on a participatory basis between the government and other stakeholders leading to a success of the development.
